For instance, in a study conducted by the International Labour Organization, which discusses the rise of automation and digitalization to reshape the labor landscape, an estimated 10.4 percent of jobs in lower-middle-income countries, including the Philippines, are at risk of being affected by automation.
Likewise, it helps the department to identify and analyze trends such as regional disparities, skills needs and key employment-generating sectors, supporting the development of more targeted, demand-driven and responsive employment programs.
In leveraging real-time labor market information and predictive analytics, it enables DOLE to anticipate shifts in employment demand and aligns its initiatives with the evolving needs of priority sectors and groups in vulnerable sectors, including youth, women, persons with disabilities and displaced workers.
Upskilling and reskilling programs
Anchored in the government’s work plan on digitalizing government processes, DOLE firmly commits to align its undertakings with major technology-driven initiatives, including automated labor services and artificial intelligence (AI)-supported job matching, to streamline workforce development, reduce skills mismatches, and enhance upskilling and reskilling.
The DOLE online portals (i.e., DOLE Assistance for Request Management System), and the chatbot (i.e., DOLE Labor and Employment Assistant) provide workers with access to labor-related information and services along with Al-driven career development tools and tailored training program information that align with evolving industry demands.
To further visualize the efforts of integration, DOLE, through the Technical Education and Skills Development Authority (Tesda), expands its focus on future-ready skills by the provision of programs that support the mainstreaming of green skills and competencies.
Tesda has introduced microcredentialing initiatives that allow learners to acquire industry-relevant skills through short stackable courses that offer greater flexibility and faster pathways to employment.
Al-powered learning modules have also been integrated into Technical and Vocational Education and Training or TVET, particularly in areas such as renewable energy, sustainable construction and other high-growth sectors. Tesda’s Competency-Based Learning Materials or CBLMs are now digitally enhanced, fostering adaptability and lifelong learning.
Sustainable workforce future
Relative to its commitment to ensuring that every Filipino has access to quality, productive, remunerative and sustainable employment, the department has entered into a partnership with the Department of Economy, Planning and Development as well as the Department of Trade and Industry, launching the 10-year Trabaho Para sa Bayan or TPB Plan 2025 to 2034.
The plan outlines comprehensive strategies to address critical labor market challenges, including skills mismatches, underemployment, youth unemployment, job security, digital and technological disruptions, labor migration and the reintegration of overseas Filipino workers while strengthening workforce resilience for the future of work. These have been developed through a series of collaborations with labor and employer organizations.
Furthermore, the plan adopts a whole-of-government and whole-of-society approach, based on data-driven benchmarks, sturdy skills deployment actions, and pillars for micro, small and medium enterprises or MSMEs to spur innovation and competitiveness. Strengthening its commitment to long-term frameworks such as AmBisyon Natin 2040 and aligned with national development strategies, this landmark initiative is informed by data science to ensure effective and impactful implementation.
Strengthening worker protection and welfare
As a counteraction to the rapidly evolving world of work, DOLE is ramping up efforts to protect Filipino workers and support their transition to more resilient and future-ready jobs.
To cushion the impact of labor market shifts and assist Filipinos to recover and thrive, the department prompts key initiatives on the enhancement of social protection programs, the provision of support to both employees and businesses encountering economic disruptions by emergency employment for displaced workers, and the Adjustment Measures Program.
The reinforcement of workplace safety through the release of the revised Implementing Rules and Regulations of Republic Act 11058, or the Occupational Safety and Health Standards Law is also one of the major objectives of DOLE. The revised guidelines strengthen compliance standards across all sectors, mandating employers to adopt comprehensive safety programs such as routine risk assessments, compulsory safety training and immediate reporting of workplace incidents.
