THE Department of Science and Technology (DOST) has vowed to effect inclusive growth and development through science, technology and innovation (STI), reflected in its “OneDOST4U: Solutions, opportunities for all” slogan.

As the department responsible for providing direction, leadership and coordination for all scientific and technological efforts in the country, DOST plays a crucial role in improving the lives of all Filipinos as outlined in the Philippine Development Plan (PDP) 2023 to 2028. It is tasked with formulating and implementing policies, programs and projects in science and technology that align with the goals of the PDP, focusing on promoting economic and social benefits for the people.

Over the years, the department has implemented key programs and services that support local industries, enhance national competitiveness, and harness technology and innovation to improve the Filipinos’ quality of life.

Since 2022, DOST has harmonized its key programs and services, anchoring them on a strategic development framework, dubbed the four pillars: promoting human well-being, fostering wealth creation, reinforcing wealth protection and institutionalizing sustainability.

This framework aims to align the agency’s initiatives with the country’s broader socioeconomic goals, particularly under the current administration.

Enabling innovation through state-of-the-art facilities

To foster technologically advanced industries in the country, DOST has established various state-of-the-art facilities accessible to innovation actors, including start-ups; students; micro, small and medium enterprises (MSMEs); and industries.

In a report published by the DOST-Metals Industry Research and Development Center (DOST-Mirdc) in 2022, the Philippine economy largely depends on the performance of MSMEs.

Moreover, it added that the advent of the ongoing digital and cutting-edge technology transformation on manufacturing and industrial processes, also known as the Fourth Industrial Revolution or Industry 4.0, has benefited the MSMEs worldwide, making them “competitive” and “flexible” enterprises.

However, the question is: Are the Philippine MSMEs ready for this transformation?

Since the DOST, through the DOST-Mirdc, established the Advanced Mechatronics, Robotics, and Industrial Automation Laboratory or Amerial in 2022, this facility has provided technical resources and consultancy services to MSMEs by offering advanced technologies, training and technical support to enhance their competitiveness.

Aside from this, there are other programs and facilities that are currently catering to MSMEs, the manufacturing industries and the academe to strengthen their capabilities to be global players.

This includes the Advanced Device and Materials Testing Laboratory, short for Admatel, a national testing facility in the Philippines, focused on failure analysis and materials characterization; the Advanced Manufacturing Center or AMCen, which aims to increase the country’s technical readiness, business sophistication and innovation rating; and the Regional Standards and Testing Laboratories, which provide laboratory and testing services to industries, the academe, local government units, private institutions, and individuals where and when they are needed.

Promoting human well-being

DOST believes science must serve the people’s well-being. This pillar focuses on advancing health and nutrition, education and human development. For example, the department has developed ready-to-eat food for emergencies; apart from the creation of HeaRTNovation Hubs to advance health technology commercialization and scholarships to strengthen human resource development.

To address “brain drain,” the Science Education Institute (DOST-SEI) provides scholarship programs to help thousands of students finish their studies in the field of science, technology, engineering and mathematics or STEM.

Data from the DOST-SEI in 2018 up to 2024 have shown that a total of 263,000 undergraduate students have been supported by the agency; 26,910 have availed master’s scholarship programs; and 6,330 scholars have gotten their doctorate degrees through education assistance.

Additionally, DOST, through its regional offices across the country, has been implementing, for several years now, the Community Empowerment Thru Science and Technology or CEST program, which aims to empower marginalized communities to become self-sufficient and resilient.

Fostering wealth creation

To generate economic growth by supporting industries and entrepreneurship through innovation, DOST works to foster wealth creation.

As many know, MSMEs make up 99.5 percent of business establishments in the country, provide 63 percent of employment and contribute about 40 percent to the country’s gross domestic product, based on data from the United Nations Development Programme.

One of the many initiatives, aimed at helping MSMEs, is the Small Enterprise Technology Upgrading Program that enables Filipino entrepreneurs to become globally competitive. Under the program, MSMEs get to adopt technological innovations to improve their operations and boost productivity.

Reinforcing wealth protection

Acknowledging the importance of protecting the wealth of the Filipino people, DOST has also come up with programs to safeguard lives, property and economic assets brought about by disasters, health risks and environmental threats.

This pillar strengthens disaster resilience. Tools such as GeoRiskPH, the seismic and hazard information platform, and events such as Handa Pilipinas DRRM Exposition equip communities to prepare for the risks brought about by natural hazards and human-induced disasters.

Two of the key players to this pillar are the DOST-Philippine Atmospheric, Geophysical and Astronomical Administration or DOST-Pagasa and the DOST-Philippine Institute of Volcanology and Seismology or DOST-Phivolcs, where the former provides weather and climate forecasting services to prepare the various sectors from the adverse effects of meteorological events while the latter monitors and provides updates on earthquake, volcano, and tsunami activity — among other hazards — to minimize potential losses.

Institutionalizing sustainability

Lastly, the department does not stop at short-term impact. It aims to create communities that are climate smart, data driven and future ready.

To promote inclusive and sustainable development through environmentally friendly innovations and long-term research and development (R&D), the DOST implements various enabling programs. One of these is the Niche Centers in the Regions or Nicer program to make R&D funding more accessible to the regions.

Shaping the future through research and data science insights

To raise its game, so to speak, the DOST has launched early this year the Elev8 Philippines, a flagship program, which focuses on eight high-impact, big-ticket programs in various emerging and developing areas.

These include the establishment of artificial intelligence (AI) hubs to strengthen the country’s capacity on AI for infrastructure and industries; geospatial analytics solutions, focusing on accurate data collection and analytics; quantum technology and computing, which is a growing global trend; Industry 4.0, which is geared toward turning manufacturing industries in the Philippines to become adept in using cutting-edge technologies; smart agriculture to boost food security; smart technologies for sustainable urban development and improved quality of life; circular economy to extend product life cycles and resource optimization; and biologics in the pharma industry to enhance health research and drug discovery and development.

At the heart of all these efforts is the DOST’s core mission: “Solutions, opportunities for all” — solutions that respond to real-world problems and opportunities that uplift lives.

The way forward is clear despite the challenges the nation faces. By building a robust, resilient, ethical, inclusive and responsive innovation ecosystem, the country has the means to make that great leap forward and be in the position of being a sustainable, dynamic, global and prosperous Philippines that all people in it envision.
