ONE year after the enactment of Republic Act (RA) 12021, or the Magna Carta of Filipino Seafarers, the Department of Migrant Workers (DMW) has yet to issue the needed rules and regulations for the implementation of the landmark law.
Nevertheless, DMW Assistant Secretary for Sea-based Services Jerome Pampolina seemed pleased with recent developments in the seafaring sector after the passage of RA 12021, which turned one year old last week. It was signed into law by President Ferdinand Marcos Jr. on Sept. 23, 2024.
