Flood control scam exposes vulnerabilities

SHORTLY after President Ferdinand Marcos Jr. slammed the deep corruption in the Department of Public Works and Highways (DPWH) in his July 22 State of the Nation Address, weeks of intense monsoon rains and storms led to severe and deadly flooding in various towns and cities.

This widespread suffering and destruction brought into sharp focus the failure of flood control projects that were funded by billions of pesos of taxpayers’ money.
