BLOCKSHOALS Technologies Inc. has announced its partnership with Binance, the world’s largest crypto exchange by trading volume, in connection with the commencement of regulated testing under the Strategic Sandbox or StratBox framework of the Securities and Exchange Commission (SEC).
The announcement follows SEC’s confirmation that BlockShoals may officially commence its testing within the StratBox in accordance with its approved testing plan.
BlockShoals received in-principle approval from the SEC en banc on Nov. 21, 2025, and a notice to proceed dated April 14, 2026, authorizing it to operate as a Crypto Asset Intermediary (CAI) under SEC Memorandum Circular 9, Series of 2024.
As a Philippine-incorporated fintech company, BlockShoals serves as the regulated CAI within the StratBox through which Filipino users will be able to access Binance products and services within a controlled regulatory environment.
BlockShoals maintains full responsibility for local regulatory compliance and user-facing operations, while Binance provides backend technology infrastructure and strategic support.
BlockShoals will operate under strict regulatory oversight throughout the testing period, with legal and strategic guidance by Arden Consult, to ensure full compliance with the requirements of the SEC StratBox framework and applicable laws and regulations.
