Calinisan commends EPD for topping UPER

PHILIPPINE National Police Commission (Napolcom) Commissioner Rafael Vicente Calinisan has issued a statement commending the Eastern Police District (EPD) for topping the Unit Performance Evaluation Report (UPER) across the National Capital Region Police Office for April 2026. 

 

“I commend the men and women of the Eastern Police District, led by Police Brig. Gen. Melecio Buslig Jr., for their remarkable achievement of ranking No. 1 in the Unit Performance Evaluation Report (UPER) across the National Capital Region Police Office for April 2026 and for sustaining this distinction for 13 consecutive months. This accomplishment reflects disciplined leadership, effective management, and a shared commitment to delivering quality police service to the communities they serve,” Calinisan said. 

UPER is the Philippine National Police (PNP) primary performance assessment mechanism that measures the effectiveness of police units in key operational, administrative and community-oriented functions, including crime prevention and solution efficiency, public safety initiatives, personnel management and organizational discipline.

“Consistently ranking first among all police districts in the National Capital Region, the country's most densely populated and operationally demanding policing environment, is a significant indicator of sustained excellence, accountability, and institutional performance,” he continued.

“This success is the result of a collective effort, from the EPD Command Group, the Chiefs of Police of Pasig, Mandaluyong, Marikina and San Juan City Police Stations (PaMaMariSan CPS), and the District Mobile Force Battalion (DMFB), to every officer and personnel on the ground who continue to perform their duties with professionalism, integrity, and dedication. Their consistent performance demonstrates that excellence is not achieved by chance but through hard work, accountability, and a clear sense of mission.” the commissioner said.
