The scholarship grants distribution was spearheaded by Gov. Daniel Fernando and Vice Gov. Alexis Castro with Catherine Inocencio, assistant head of the Provincial Administrator and director of the Provincial Scholarship Program, and personnel from the Land Bank of the Philippines.

College scholars enrolled in private schools received P3,500 each, while scholars from public state universities and colleges were given P3,000, the same amount that private and public senior high school students have received.

The financial assistance was credited directly to the beneficiaries' Landbank accounts.

One of the recipients, Erwin Paradero Jr. from Fernandez College of Arts and Technology expressed his gratitude for the program, saying the scholarship has continuously supported him throughout his college journey and is a huge help to ease his academic expenses such as tuition fees.

Aside from the distribution of financial assistance, the program also featured financial literacy talks led by LandBank representatives, encouraging students to practice responsible saving habits, prioritize essential expenses over wants, establish emergency funds, and maximize the benefits of the Perang Inimpok Savings Option (PISO) account.

The assembly also featured discussions on gender sensitivity awareness, mental health, and stress management led by Kaila Joie Rodaje of the Health Promotion Unit of the Provincial Health Office-Public Health and Gladylyn Burgos of the Provincial Social Welfare and Development Office.

Fernando emphasized in his message to the scholars that the financial assistance came from taxpayers’ contributions and is only being returned to the people through programs that support students and help them pursue their education.

"We will continue to create educational programs that will ease their financial burden and support their educational journey towards fulfilling their dreams," Fernando said.

The governor called on youth to avoid bad habits and influence caused by social media, and on parents to guide their children in the use of gadgets and teach them to always pray the rosary together as a family.

For his part, Castro said the distribution of financial aid to students is a great help for the parents and a solid step for the education and dreams of the Bulacan youth.

"Through the Scholarship Grant Payment that is provided directly to scholars, it strengthens support in their journey towards a more developed and faster service to our scholars," Castro said.

The 600 Bulacan students are part of the 20,000 scholars of the provincial government.
