PUBLIC utility vehicle (PUV) drivers are urged to refrain from video blogging or producing social media content while operating their vehicles, according to the Land Transportation Franchising and Regulatory Board (LTFRB).

In a statement on Saturday, LTFRB Chairman Vigor Mendoza said that such actions still violate Republic Act 10913, also known as the Anti-Distracted Driving Act, which was enacted to “safeguard the public from road crashes that stem from use of mobile communications devices, and electronic entertainment and computing devices while driving.”
 
“We call on both the operators and drivers to be mindful of this law not only for the safety of all the people on board the PUV but also for all the other road users,” Mendoza said.
 
He also said vlogging while driving a PUV not only violates but also defeats the spirit of the anti-distracted driving law, which was specifically crafted to “protect drivers and all road users from injuries and deaths as a result of road crashes,” adding that such acts constitute “extreme forms of distracted driving” that compromise the safety of commuters, pedestrians and other road users.
 
The LTFRB said that President Ferdinand Marcos Jr. has also directed “strict implementation of laws and other rules and regulations for road safety.”
Also, the agency said its social media team cited a rise in vloggers and content creators producing content while driving PUVs.
 
It also urged PUV operators to remind their drivers about the law and existing safety rules and regulations.
 
According to the LTFRB, vlogging, content creation and social media engagement are covered by the law.
 
“Let us be mindful of the safety of our passengers and all our road users. Everybody knows that even a split second of distraction can result in fatal road crashes,” Mendoza stated.
 
Memorandum Circular 2026-050, which discourages vlogging, mandates that drivers caught vlogging or creating social media content risk a P5,000 penalty.
Mendoza said they are finalizing the new circular and will inform PUV operators of the implementation once the protocol is completed.
 
“I appeal to our PUV operators and drivers to respect the law and rules and regulations on road safety. Let us all work together to ensure the protection and welfare of our drivers, passengers and all road users,” Mendoza said.
