THE National Police Commission (Napolcom) welcomes the appointment of Alvin Mojica as commissioner representing the civilian sector, following his appointment by President Ferdinand Marcos Jr. on June 25, 2026.
A seasoned public administrator and local governance practitioner, Mojica brings decades of experience in public service that will further strengthen the commission's continuing efforts to promote police professionalism, accountability and institutional excellence.
For Commissioner Mojica, the appointment marks not the beginning of his service to the National Police Commission, but the continuation of it in a higher capacity.
Since October 2024, he has served as Head Executive Assistant to the Secretary of the Interior and Local Government, who sits as the ex-officio chairperson of Napolcom.
In this role, he worked closely with the commission on matters relating to police administration, governance, and public safety until his retirement from government service on June 15, 2026.
Having gained firsthand knowledge of the commission's mandate and reform agenda, he now joins the Napolcom En Banc, where he will help shape policies and decisions in the exercise of the commission's constitutional mandate of administrative control and operational supervision over the Philippine National Police (PNP).
Welcoming Commissioner Mojica to the commission, Napolcom Commissioner Rafael Vicente Calinisan, expressed confidence that his experience, institutional familiarity, and commitment to public service will further advance the commission's reform agenda.

The appointment of Mojica completes the composition of the Napolcom En Banc, with Department of the Interior and Local Government Secretary Juanito Victor Remulla as concurrent ex-officio chairperson; Calinisan as vice chairperson and executive officer; Beatrice Aurora Vega-Cancio, Josephus Angan and Mojica as regular commissioners; and PNP Chief, Police General Jose Melencio Nartatez Jr. as ex-officio commissioner.
Together, the commission reaffirms its commitment to strengthening civilian oversight, advancing meaningful institutional reforms, and ensuring a professional, accountable, and service-oriented Philippine National Police.
