In the absence of a code of conduct in the South China Sea, what do navies follow?

THE West Philippine Sea (WPS) has long been a theater for violent clashes due to the illegal presence of foreign powers in the area, showing coercive and aggressive acts, particularly Chinese maritime forces. This is why claimant countries such as the Philippines demand a clear set of specific rules that would guide all bordering countries to achieve peace and equal freedom in the region.

But why aren’t there any rules?
